How can you convert a European CD that contains a movie into American standard CD file format?

And also visa versa? I would like to record Music for my Aunt in Germany. But I do understand that the files formats are different from ours. You need software that can convert between NTSC (our standard) and PAL (theirs). If you search free ntsc to pal you should find some. (You may also need to look for free pal to ntsc is the programs you find don't convert both ways.)
